Here are a few Planning Applications that have been submitted this month.

These again relate to the Former Liberal Club in Summerseat. These appear to supersede the applications that were made in August 2009.

Former Liberal Club, Summerseat.

Application Number: 51951

Registration date - 6th November 2009

Former Liberal Club, Summerseat.

Application Number: 51948

Registration date - 6th November 2009

Earliest decision date - 2nd December 2009

Target date for decision - 1st January 2010

Proposal: - External alterations - Erection of external flue, air conditioning units and replacement windows.

Note: - Original windows were a mixture of softwood timber and white UPVC. Previous window style is not known.
Previous to this application, all windows have been replaced with white UPVC with top hung opening lights. These are only temporarily fixed.

All windows are to be removed and receive specialist paint treatment to matt finish RAL 7038.

August 2009

The following two Planning Applications relate to the Former Liberal Club in Summerseat, now it would appear that Summerseat is now going to be having, not one but two Indian Restaurants in the near future!!

As you can see from the following newspaper cutting, taken from the Bury Times 27th August 2009, the renovation of the former Liberal Club should be finished by the end of the year, and it will then be opening as an Indian Restaurant. They apparently do not require planning permission for Change of Use, as it used to serve food when it was occupied by the Liberal Club. You can see the details of the second possible Indian Restaurant further down this page, as the Old Railway Goods Shed is going to be transformed into an Indian Restaurant!!

Here are a couple of planning applications for the Former Liberal Club, which propose: -

Now regarding Planning Application No. 50419, which was an application to Construct 9 Tennis Courts (6 with Flood Lighting), New Club House, Associated Car parking Area and Landscaping on Land Off Summerseat Lane.

I can now inform you that the Application has now been Withdrawn.

On the 11th of October 2005 Planning Application No. 45384, a similar application was made with the addition of 2 Children's Courts and Practice Wall. This was to be constructed on Land Off Hazel Hall Lane, Summerseat, it was a Resubmission of an earlier application, but this was Refused, and appeal against the decision was Withdrawn.

 

Also the Planning Application No 50418, which was an application to Build 55 Category II Sheltered Flats for the elderly and House Managers Accommodation, Landscaping and Car Parking, at Holcombe Brook Tennis Club, Longsight Road, Holcombe Brook, has been Withdrawn.

There were two planning applications, I will give details of both of these here.

The first planning application  submitted to the Bury Planning Department with regard to this Grade II Listed Building, was on the 14th of January 2009.

CHANGE OF USE FROM INDUSTRIAL TO RESTAURANT (USE CLASS A3)

This application was considered and Approved with Conditions by the Planning Control Committee on 24th March 2009.

Here is a Brief Summary:

Permission should be granted having regard to the policies and proposals listed and the reason(s) for granting permissions can be summarised as follows;-
The proposed development is acceptable in principle and would not have an adverse impact upon the amenity of the neighbouring residents. The proposed development would not harm the special character or historic importance of the listed building or conservation area and would not be unduly prominent within the locality, subject to conditional control. The proposed development would not be detrimental to highway safety.
There are no other material considerations that outweigh this finding.

The application documents state that the restaurant would be 'themed' with railway paraphernalia, they also state that the Platform and the Hand Cranked Jib-Crane are to be kept, these will be a feature. From looking at the plans you can see that there are going to be three floors, the ground will accommodate Kitchen and Diners Area, the first floor will accommodate two staff bedrooms, toilets and shower room, and the third floor is to be used for storage.

The proposal is to utilise the existing building without forming any new openings on the three main elevations, and maintaining as far as possible the scale of the interior. As a Grade II listed building, all original features are to be maintained.

The restaurant would be 'themed' with railway paraphernalia.

 

The building is grade II listed, and the reasons for its designation are as follows:

1 -

It is a survival from the expansionist second phase of railway development dating to 1847.

2 -

It is associated with the local cotton industry, which it and the railway it adjoins were built to serve.

3 -

It demonstrates the original flow of traffic transferring cotton goods from road to rail transport.

4 -

 It survives virtually intact and unaltered from its original structure, dimensions and floor plan.

5 -

 It contains its original raised platform and a rare working hand-cranked jib crane dating to the mid-nineteenth century.

The first three reasons outline the buildings importance in historical terms. It serves as a visible reminder of how the Lancashire cotton trade used to transport goods, and as such is worthy of preserving for future generations to appreciate.

The building survives virtually intact, and the current proposal does not involve any works to the original structure to change this.

Externally, no additional openings are to be formed.
Internally, only the necessary new accommodation for use as a restaurant has been introduced, and limited to one end of the interior. This allows the volume of the building to be appreciated as far as possible, by greatly increased numbers of the public.
The original raised platform is to be retained as a feature, keeping the original stone flagged floor, and the crane preserved as an exhibit.
The proposed finishes have been discussed with Conservation Officer Mick Nightingale, and the principle has been adopted to clean and leave exposed as much of the original stonework as possible, limiting plastered wall surfaces to the elements of new construction.

Now this second planning application that was submitted by the East Lancashire Railway, and concerns the crane currently located in the Summerseat Old Railway Goods Shed, but owned by Bury MBC (as a condition of the sale of Summerseat Warehouse that took place in April 2008) to be removed and re-installed in another grade 2 listed building, Castlecroft Warehouse, Bury, the housing of the Bury Transport Museum, where it would be on permanent operational display in the original East Lancashire Railway crane mounted position, to the visiting public.

On the 20th march 2009, a decision was made to Refuse this planning application for the following reasons:

1) The proposal would result in the loss of a rare, working hand-cranked crane, which is a significant feature of the Grade II Listed Building. This will be of severe detriment of its appearance, character and historic interest. The proposal therefore conflicts with the following policies of the Unitary Development Plan:
Policy EN2/3 - Listed Buildings.

2) The application and submitted plans contain insufficient information with regard to the impact of the proposal upon the structure of the Grade II listed building, to enable them to be properly assessed. The proposal therefore conflict with the following policies of the Unitary Development Plan:
Policy EN2/3 - Listed Buildings.

 

I am so glad to say that we have had a good result with the Planning Application to remove the Crane from its original position in this Grade II Listed Building.

This is a cutting from the Bury Times dated 2nd April 2009, regarding this matter.

 

Now I myself am pleased that the planning application to remove the old crane from the building was refused.

The original Wooden Hand Cranked Hoist in question, dates back to the mid 1800's,  and would have been used to unload the cargo (Possibly Bales of Cotton) from the goods train, and also to load the goods onto the horse & cart or wagon, the goods were then taken to the cotton mills located in the village of Summerseat.

This Hoist is still in full working order today.

 

This hoist along with the old railway goods shed that it is located in, is a very large part of our Summerseat Heritage, and it would have really been such a shame if it was allowed to be removed from it's present location, to be placed in the Castlecroft Warehouse at Bury, where it would just be another museum piece.

As we know the Old Railway Goods Shed, was just another building that the Council decided to sell off, we have lost so much of our Heritage over the years, and surely East Lancs Railway have had their chance of this building over the past years, yet now they want to start taking things from the Listed Building to show in the Museum.

Please do not get me wrong, I agree that this very old crane should be seen by the public, but surely it is better to be able to see it in it's original place where it was purposely built, to unload the cotton from the trains that visited the sidings all those years ago, and then the crane would load these goods onto the old carts being pulled by horses, later taken over by the motorised wagons, and then these goods would have been delivered to the cotton mills located around the village of Summerseat.

Now it is stated in the planning application for the change of use of the building, that it is worthy of preserving for future generations to appreciate.

It is a shame that this listed building is being turned into an Indian Restaurant, I am sure that the building could have been put to a better use. Just imagine how it could have been should it have been in the hands of the ELR, as it would have made a brilliant small railway museum together with a lovely tea-house area on the raised platform section.

The building has NOT been approved for residential purposes.
